The head is glued onto the torso, and it looks like the hair wasn’t stored properly. At some point glue was applied to the hair and the residue stayed on the head. Luckily it isn’t noticeable at all assembled as you can see in photos. Minor torso/arm crack.
I think a new hair piece would make this fig look in great condition if it really bothers you.
